VEDOMOSTI :BİZİM OLMAYAN BOĞAZLAR

 

Boğazlar sorununun Rusya'nın düşmanlarınca uydurulduğu tavrını takınmak, makul bir davranış değildir. Bu sorun gerçekte varolan bir sorundur ve Rusya makamları bunu çözmek için şimdilik hiçbir şey yapmıyorlar.

 

MOSKOVA, 13/02(BYE)--- Tirajı günde 61 bin olan liberal eğilimli Vedomosti gazetesinin 13 Şubat 2004 tarihli sayısında yukarıdaki başlık altında yayımlanan yazının özet çevirisi şöyledir:

Gürcistan Cumhurbaşkanı, Rusya'nın tarihi sorunu olan Türk Boğazlarının varlığını hatırlattı. Mikhail Saakaşvili Moskova'ya ziyareti sırasında aniden, Türkiye'nin, Boğazları Rus petrolünü taşıyan tankerlerin geçişine kapatacağını bildirdi. Bakü-Tiflis-Ceyhan petrol boru hattının inşa edilmesi anlaşmasında Türkiye ile birlikte imzası bulunan bir devletin cumhurbaşkanının ağzından çıkan bu sözler, gayet ciddidir. Kaldı ki Türkiye, daha önce de Boğazlardan petrol nakline bazı sınırlamalar getirmişti.

Saakaşvili bu sınırlamaların daha da artırılmasını, Hazar petrolünü Akdeniz'e taşıyacak Bakü-Tiflis-Ceyhan (BTC) petrol boru hattının yakında işletmeye alınacak olmasına bağlıyor. Boğazlarla ilgili söz konusu sınırlamalar, Kazak, Türkmen ve Azeri petrol üreticilerini yeni petrol nakil güzergahına (BTC'ye) yönelmeye zorlayabilir. Dolayısıyla petrolü sadece Karadeniz havzasına kadar taşıyabilen Rus boru hatlarına ilgileri azalabilir.

Türkiye'nin olası girişimlerini ekonomik bakımdan anlamak kolay. Bu girişimlerin, yeni boru hattını ortaklaşa inşa eden Gürcistan ve Azerbaycan ile nüfuzlu Amerikan ve İngiliz firmaları tarafından desteklenmesini de anlamak kolay.

Ancak sorun, yalnızca ekonomik kaynaklı değil. İstanbul Boğazı'nda yaşanacak ciddi bir kaza, milyonlarca insanın yaşadığı şehir için bir felaket olabilir. Türkiye'nin Moskova Büyükelçilği'nin geçenlerde yayımladığı basın duyurusunda, "Türk Boğazları petrol boru hattı değildir" diye belirtiliyordu. Duyuruda, sınırlamaların nedeni olarak, Boğazlardan geçen "tehlikeli madde" miktarındaki büyük artışa işaret ediliyordu. Büyükelçiliğin verilerine göre, 1997'de Boğazlardan 63 milyon ton petrol taşınırken, 2003 yılında bu miktar 135 milyon tonu aşmıştır.

Türkiye ve Batı Avrupa'nın lobi faaliyetleri sonucunda, Rusya'nın Ukrayna'daki çıkarları zarara uğradı. Kiev, Moskova'nın, Odessa-Brodi petrol boru hattı vasıtasıyla Odessa Limanı'ndan petrol naklini artırma teklifini geri çevirdi. Bu boru hattı Boğazlara tek alternatiftir. Hazar Denizi bölgesindeki ihracatçılar bu boru hattı sayesinde, Doğu Avrupa'daki geleneksel pazarlara ulaşabilirler.

Boğazlar sorununun Rusya'nın düşmanlarınca uydurulduğu tavrını takınmak, makul bir davranış değildir. Bu sorun gerçekte varolan bir sorundur ve Rusya makamları bunu çözmek için şimdilik hiçbir şey yapmıyorlar.

Yukarıda anlatılan bu sorunlara ilaveten rus limanlarından kalkan seyre elverişli olmayan gemilere izin verilmesi,ayrıca hertürlü emniyetten uzak yaşlı bütün gemilerin birer canlı bomba gibi Boğazlarımıza bırakılması ve ayrıca bizlerin bunları denetlemek gibi bir lüksümüzün olmaması gibi büyük sorunlar bizleri bekliyor.

Bu güne kadar Rusya boğazların Turkiye Devleti sınırları içerisinde kalmasını kendisi için hep tehlike olarak görmüş ve durumu lehine çevirmek için elinden geleni yapmıştır. Hatta yakın geçmişte IMO' da boğazlarla ilgili basit ve adi kelime oyunları yaparak boğazlarda ki kontrolumuzu, saklamaya bile gerek gormeden, kısıtlamaya calışmıştır.
